He worked for Military Governor Andrew Johnson during the Civil War gathering information for plans to reconstruct the civil governments of TN after the Civil War. Abraham Lincoln appointed Hawkins U.S. District Attorney for West TN and he was appointed to the TN Supreme Court in 1865. He served as Consul-General in Cuba in 1869. Elected again to the State Supreme Court, he was denied this position because of the passage of the State Constitution and the end of the Reconstruction government. He returned to his home in Huntingdon TN to practice law and was active in the Methodist Church.
